High Risk Sex Offender Charged for Murder of Surrey Teen

The man charged in the death of a 17-year-old Surrey teen is a high risk sexual and violent offender living in Surrey.

The Integrated Homicide Investigation Team has now released the information—previously under publication ban—that the man charged in the death of Serena Vermeersch was 43-year-old Raymond Lee Caissie.

B.C. Corrections sent out a public notification in June of 2013 of Caissie's residence in Surrey. While on bail supervision, he was to be supervised by the Surrey Probation Office and monitored by the Surrey RCMP. Caissie's criminal history includes two counts of sexual assault with a weapon, two counts of forcible confinement and robbery, break and enter, theft over $1000, and possession of stolen property.

Caissie has been charged with second degree murder for the death of Vermeersch. The 17-year-old was reported missing by her mother on September 15. On September 16, after the RCMP released a public advisory requesting assistance in locating her, Vermeersch's body was found in the 14600 block of 66th Avenue.

Caissie was arrested in the early morning hours of September 20 in Vancouver. It is not believed that he and Vermeersch knew one another.

No cause of death has been released.
