Implementation of the Pandosy district pay parking plan has begun as of October 10th 2014. The plan was proposed after the City of Kelowna received a petition from business owners on Pandosy Street requesting pay parking to address customer parking concerns. The plan was approved in June 2014 and the installation of residential time restricted signage begun in early October.
Installation of residential time restricted signage, pay parking signage, and pay parking stations throughout the Pandosy district is currently in progress. By late October to early November, enforcement of pay parking is scheduled to begin.
Pay parking will be enforced on Pandosy Street, Tutt Street, Raymer Avenue, Groves Avenue, West Ave, and McKay Ave. Residential streets surrounding the Pandosy business district are expected to see the installment of two-hour time restricted parking meters. In addition, the Osprey and Pandosy parking lots have been included in the pay parking project.

City parking lots are governed by traffic by-laws and the rates for the newly developed lots will include a $66 monthly rate and a $5 daily rate. Hourly parking in city lots will be available at $1 per hour and street parking in the surrounding area will be $1.25.
Pay parking enforcement has already begun on Pandosy St., between the area of Raymer and Klo. By the end of this week, implementation of pay parking meters on the side streets surrounding the Pandosy area are expected to be complete.
“Once all the signage is adequate and in place then we'll start with enforcement,” said Dave Duncan, Parking Operations Coordinator with the City of Kelowna. “We will start with warnings and then we'll go from there. It'll be a gradual process over the next couple of weeks.”
The two year long pay parking process will be completed in stages to accommodate employees working in the Pandosy district. Alternatives to parking include options such as transit, cycling to work, and car pooling.
