On Monday, Kelowna City Council mulled over the decision to support the development of a 7,000 plus square foot commercial project at the corner of Highway 33 East and Rutland Road North.

After much consideration and debate, Council unanimously offered their support to develop a complex that will most likely include a Memphis Blues, a Starbucks, and a Domino's. The Starbucks will include a drive-thru component and a patio.

Congestion, traffic, parking, and major concern surrounding the drive-thru component were some of the issues discussed between Council on Monday.

“My concern is the traffic,” said Councillor Ryan Donn. “I’ll be supportive of the project, but I’m asking for a traffic plan to come forward before development begins.”

Despite some hesitation, Council was swayed and offered their support for the development project.

“I understand how difficult the site has been to develop,” said Mayor Colin Basran. “Now we’ve got that town centre, concept, and feel that we’ve been trying to get in Rutland for so long. This is another great step in that evolution and I’m really excited about it. Am I thrilled to have a drive-thru on a corner? Not necessarily, but it sure is a lot better than what it is now.”

“It’s going to be a key driver,” said Councillor Brad Seiben. “I think it’s going to lead to more residential families in the area, it’ll be key for people using major bus routes up to UBCO, and it’ll be a key driver for Rutland.”

Aside from gaining the green light from Council, the Uptown Rutland Business Association has also offered their support.

“Our board has viewed a presentation on the proposed 7,000+ square foot commercial project, including drive-thru configuration, and we are highly in favour of seeing this development proceed,” said Laurel D’Andrea, President of Uptown Rutland.

A concrete development date for the project has yet to be set.
