Who is at fault in the latest vehicle incident captured by the Pandosy-Leon crash cam?

The crash camera that looks out over the four-way stop along Pandosy Street and Leon Avenue has captured a lot of interesting footage over the past month.

It just appears that a number of drivers seem to struggle with Leon being a one-way street with two lanes crossed by Pandosy with two-way traffic.

Two cars pulled up at roughly the same time at the four-way stop on the corner of Pandosy St. and Leon Ave.

The dark blue Honda in the right-hand lane signaled left and drove into the intersection just before the silver SUV. As the blue honda turned left onto Pandosy St., the silver SUV accelerated and bumped into the left-hand side of the car.

Drivers from both vehicles as well as a witness pulled over onto the side of Pandosy St. and spent roughly ten minutes discussing the incident. We are unsure of what both parties agreed upon in regards to who was at fault.

Usually, in rear-end collisions, the person driving in front is at fault. However, is that the case in this incident?
