UPDATE: Kelowna City Council okay rezoning to allow for 66-unit condo building on Clement Avenue

(UPDATE: Mar. 21 @ 3:30 pm) – Kelowna City Council voted to rezone a property on Clement Avenue from the medium lot housing zone to business commercial zone to allow for multiple dwelling housing.

The proposed 66-unit market condo building would be developed on four properties across the street from the Kelowna RCMP building (631, 647, 657 and 677 Clement Ave).

Some concerns were voiced about the laneway being closed to allow for the building's parking.

In the application, it is explained the laneway would only be partially closed to prevent vehicles from driving north onto Clement Avenue. However, the laneway would remain intact to give access south onto Coronation Avenue.

Councillor Wooldridge questioned the lone property that would be left out of the potential development. He noted that Kelowna City Council often tried to avoid leaving properties “orphaned” like this.

City staff explained they have had a number of conversations with the property owner who is not looking to sell their property at this time.

However, the applicant would be seeking a second phase for the development in the future which could see this single property incorporated into the project.

Today was the application's initial consideration, the next steps will be to give a notice of the first reading. Following those steps, the final readings, development permit and variances would be considered.


(Original Story: Mar. 20 @ 6 pm) – A six-storey, 66-unit market condo building is being proposed for Clement Avenue, across from the Kelowna RCMP building.

In a report headed to Kelowna City Council on Monday, the applicant is seeking to rezone the property from medium lot housing to central business commercial.

City staff say BlueGreen Architecture Inc.’s proposal falls in line with the Official Community Plan’s future land use designation. The development would stretch across four properties: 631, 647, 657 and 677 Clemente Ave.

The condo building would include a two-storey parkade, accessed through a rear lane and six ground-oriented townhouses that would face onto Clement Avenue. 

An existing north-south lane between 657 and 677 Clement Avenue would be closed and incorporated into the development. An application for this process is expected in the coming weeks.

City staff are supportive of the proposed rezoning to facilitate the multiple dwelling housing.

“The development site provides easy access to many nearby amenities including social, cultural and shopping opportunities, and restaurants, recreation and parks in the surrounding area,” the report explains.

According to the report, the area received a walk score of 89, very walkable, and a bike score of 98 – dubbed a “bikers paradise.”

This will be Kelowna City Council’s initial consideration of the proposed development. The next steps, if approved, will be to give a first reading, final readings and then the issuance of a development and building permit.
