UPDATE: Kelowna council sends 150-unit housing project to public hearing

(UPDATE: Nov. 28 @ 6:30 pm) – A rezoning application for a proposed 150-unit rental building on Bernard Avenue was given initial consideration by city council on Monday. 

The proposal was also forwarded to a public hearing.

The developer is proposing a six-storey building at 1574 Bernard Avenue, the site of the former Monkey’s Playhouse which relocated in 2012.

Design plans show ground-oriented townhomes, a two level parkade and rooftop amenity space.

Initial consideration was given to a request to change the future land designation and zoning, however, next steps will include the public hearing, final readings of the zoning and the appropriate permits.

A date was not announced for the public hearing, however, it likely won’t be brought forward until the new year.


(Original story: Nov. 26 @ 10:20 am) – A rezoning application for a long-term rental project on Bernard Avenue could be approved this week.

On Monday, Kelowna City Council will consider an application to change the land designation and rezoning of a property at 1575 Bernard Ave.

The property used to be home to a church and more recently a daycare centre known at Monkey's Playhouse, however, the daycare relocated in 2012.

The developers, Zeidler Architecture, submitted a development application in June that proposed a 150-unit rental development with ground-oriented townhomes wrapped around a two level parkade.

The six-storey building would include apartments above the parkade and a rooftop amenity space for tenants

In the application, the developer is requesting an amendment to the Official Community Plan which would change the property from the EDINST – Education/Institutional designation to C-NHD – Core Area Neighbourhood.

They are also requesting that the property be rezoned to the MF3r – Apartment Housing Rental Only zone.

City planning staff say the surrounding neighbourhood is designated as a core area and are, therefore, supportive of this application.

“The proposed change in land use designation for this property will not have a negative impact on the neighbourhood and will provide consistency in land use regulations for future redevelopment,” reads the report headed to council on Nov. 28.

Additionally, city staff say the project would bring more residential density to Bernard Avenue, promote housing diversity, prevent housing development in environmentally sensitive or agricultural lands and would promote growth near employment centres.

Kelowna City Council will consider this matter during the regular meeting scheduled for Monday, Nov. 28 at 1:30 pm.
