Plans brought forward for rental building in Kelowna's Capri neighbourhood

Kelowna’s Capri-Landmark area seems to be a hotspot for proposed apartment developments.

On Friday, city planning staff finished circulating a rezoning and development permit application for a proposed rental apartment building at 1310 and 1320 Belaire Avenue.

Kelowna-based BlueGreen Architecture Inc. is proposing a five-storey building with 62 units.

There would be 16 one-bedroom units, 22 one-bedrooms with a den and 24 two-bedroom units with 49 parking spaces provided in a semi-submerged parkade.

This is a proposed rental building so this will allow for a parking reduction under the city’s zoning bylaw. This is meant to incentivize rental developments.

The developer is providing 89 bicycle parking spaces with another six short-term spaces at the front door.

A pair of variances are included in this application. The developer will be seeking approval to reduce the setback of in ground refuse containers from 0.5 metres to 0.1 metres.

The second variance to vary growing medium volumes on Belaire and Harvey Avenue. The developer says this requirement cannot be met due to the extent of the parkade, so they are proposing soil cells under the municipal paved walkway to ensure healthy vegetation.

“Bluegreen Architecture’s design team feels that the combination of a modern design aesthetic coupled with user friendly landscape features and contemporary building materials will provide a very functional and highly desirable residential neighbourhood project,” the application states.

“Along with the local densification along Belaire and Pridham, this development is in step with local densities and target development for this region of Kelowna over the coming years.”

This is one of several development proposals for the Capri area.

In December, New Town Architecture & Engineering Inc. submitted plans for a 15-storey building with 81 units. At the end of April, Millennial Developments Corp. presented a proposal for a six-storey building with 240 units. 

Recently, Kelowna City Council sent a 107-unit apartment building proposed for Wilkinson Street to a public hearing.

Construction has also begun on a 90-unit, six-storey apartment located at the corner of Belaire Avenue and Chandler Street.
