36-unit building on Coronation Avenue headed to Kelowna City Council

A development permit for a 36-unit condo building on Coronation Avenue could be approved by Kelowna City Council on July 12.

The rezoning for 1028, 1036 and 1044 Coronation Ave. was given initial consideration in early February 2020 and given a third reading later that month.

The developer is proposing a four and a half storey building with a mix of one and two bedroom units. There would also be one level of partially above ground parking.

City staff’s report says that the zoning bylaw requirement has been met with the provision of 51 parking stalls.

The applicant is requesting a site coverage variance for the building from 40% to 55.6% and to the combined site coverage from 65% to 67.87%.

Planning staff explain that this variance is being requested to accommodate the partially above ground parking structure. They add that it is not completely underground because of the high-water table in the area.

The variance also applies to some at grade parking stalls at the rear of the building which contributes to the increased over-all site coverage.

Staff say that the plan for tiered landscaping and patios will not only distinguish private amenity space but will also disguise the parking structure.

City staff are recommending support for the development variance permit application.

They say “the proposal meets many of the objectives and supporting policies of the Official Community Plan, as well as the applicable Urban Design Guidelines.”

Due to the fact that this application involves variances, members of the public who believe they may be affected will be invited to address Kelowna City Council during the meeting which is scheduled for July 12 at 6:30 pm.

If final readings are given to the development and variance permits, the next step would be for the city to issue a building permit.
