20 charges for RCMP shooting victim

A 22-year-old man who was shot by Salmon Arm RCMP on January 30th, 2017, is facing more than 20 charges in connection with the incident.

The Independent Investigations Office originally said in a news release that police were responding to a reported theft at the car wash Jan. 30. Police attended and saw a lone male in one of the wash bays.

The IIO says the man, identified as Kaymen Winter, attempted to escape and an altercation led to shots fired by police. Winter is still at Royal Inland Hospital in Kamloops.

Winter was facing separate warrants on different files. A warrant was issued for his arrest Jan. 10 in Nanaimo and another issued Jan. 23 in Port Coquitlam on charges of fraud under $5,000 and possession of a stolen credit card, according to court records.

According to court documents, Winter is facing up to 24 charges in connection to the incident including possession of stolen property, carrying, using, or threatening to use a weapon, resisting or obstructing a police officer, theft and mischief.

Winter's court hearings in Kamloops have been adjourned twice so far due to his medical condition, but he is scheduled for a bail hearing tomorrow morning, Feb. 9.
